The meeting was called to order at 7:10 pm by Elo Veselka, President.
The minutes of the December 10 meeting were approved as written.
The January meeting was cancelled to avoid a conflict with the HSSOA meeting. The February meeting was also cancelled.
The Dynamo added a ticket to BASRA's season tickets package bringing the total to three this year. Tickets can be reserved through Elo.
The last high school referee meetings covered the coming playoffs, including overtime shootout procedures.
A new developmental assessment form with updated Focus Criteria has been released by USSF. There was a discussion about the value of "shadowing," having a more senior assessor work with a junior assessor to offer pointers.
The importance of closeness to play was discussed. In a recent match using the two referee (dual) system, one referee issued three Cautions while the other issued nine. The first referee was consistently closer to play and talked to the players to control the situation.
Time wasting on throw-ins was discussed. In one example a team was up by a goal with less than ten minutes to play; their sub was slow leaving the field and the team then tried to change throwers.
Many throwers seem to be "loading up" from the side and then throwing overhead. This is legal, but the referee needs to watch closely to be sure they throw overhead.
Tom Pollard presented an article from the May 2010 Referee magazine titled "The Need for Speed" covering the need for referees to be fit and stay up with play.
A sidebar to the article referenced a study that shows taller players are called for fouls more often than shorter players. In discussing this, it was mentioned that a taller player finds it very difficult to legally shoulder charge a shorter one. Also, referees need to remember that the player on the ground is not always the victim.

BASRA will be able to get additional tickets to the MLS All-Star game at Reliant Stadium. Elo will send an email when the details are announced.
The US v Mexico Women's match in Utah was played in the snow with about 4" on the field when it started. This made passing the ball very interesting.
In the Dynamo v Real Salt Lake match, Landin nearly "unsold" the foul that resulted in a penalty kick by exaggerating the severity of the contact.
The deal for a new stadium for the Dynamo is moving forward. A soccer-specific field will provide advantages Robertson does not, being wider and flatter.
A coach complained in a newspaper interview that the refereeing at his high school playoff game was "inconsistent." This may be because the referee crew was not local so the coach was unfamiliar with how they called play. This led to a discussion of how coaches and players should "read" the referee crew the same as they read their opponents.

BASRA has ordered twelve tickets to the MLS All-Star game at Reliant Stadium. Elo will send an email when the details are announced.
The Instructor/Assessor In-Service Clinic is scheduled for June 13.
There was a discussion about a goal kick which hits the referee and rolls toward the goal. The kicker (goalkeeper) touches the ball with a hand but the ball enters the goal. The referee must restart with an indirect free kick for the other team; advantage may not be applied and the goal awarded as advantage can only be used on Law 12 violations.
USSF issued a paper Interfering with the Goalkeeper's Release of the Ball.
In a game, a goalkeeper's punt ricocheted back to the keeper; in one situation the ball came off an opponent and in the other it came off a teammate. The referee called "double touch" both times.
The NFHS Rules Committee has reduced the number of signals to be used by referees to eight: start/stop the clock, play on, indirect free kick, direct free kick, goal kick/penalty kick, corner kick, caution/ejection, and timeout. Other rules changes were also made.
HSSOA gave awards to some of its referees for unusual calls made during the high school season.
In a U14G 6v6 match, a foul 20 yard out from the goal resulted in a quick kick restart; the other team complained that no whistle was blown for the restart.
There was a discussion of the perceived inconsistency in calls by the referee at a recent Dynamo match.

The minutes of the May 13 meeting were approved as amended.
Joe Michna was at the recent Instructor/Assessor In-Service Clinic. He reported that there were no changes to the Laws. He further stated that if a referee intervenes on a free kick the kick becomes ceremonial. The referee should hold the whistle at shoulder height, point to it and display it first to the kicker and then to the defenders. Holding it at shoulder height should avoid any confusion that it is an indirect kick signal.
STSR has clarified that not all referee involvement on a free kick warrants making it ceremonial. Telling defenders to "Get back" or "Leave the ball alone" is not enough. However, if the referee puts defenders at a disadvantage by moving the defenders and the attacking team tries to take advantage, a ceremonial kick is warranted.
There was lengthy discussion of the refereeing at the World Cup. The need/possibility of technology and/or additional officials was covered.
Referees were told to look for an article by Grant Wahl in the July 12 edition of Sports Illustrated.
Tickets to the MLS All-star match against Manchester United were distributed.
