One of the BAYSA clubs recently introduced a local amendment to the Laws of the Game that would make handling in the goal area by any Division 4 U10 or younger player other than the goal keeper to deny an obvious goal scoring opportunity punishable by a caution instead of a send off. While such an amendment is not permitted and is not the way to get the results they want, it does help emphasize an important point in refereeing.
A referee must consider the offender as well as the offense before issuing any card.
This was mentioned in a previous Mini-Clinic:
Or, say a defender at midfield reaches out a hand and swats down a through pass. If the player is young and the action seemed completely reflexive, acknowledge the foul and warn the defender. If the defender is older and/or seemed to swat the ball deliberately, foul acknowledgement and a caution may be necessary.
Simply put, a player may be too young or inexperienced to realize that what s/he is doping is an affront to the Game.
