The Bay Area Soccer Referee Association handles the assignment of games for Bay Area Youth Soccer Association. We also handle the assignment for most of the youth tournaments held within our geographic area. All games that are assigned through this association will be done through one of our assignors.
During the playing seasons, referees are divided among the assignors based on the area in which they live or have requested to be assigned, and the level of games to which they are to be assigned. The Assignors will assign referees to games within their areas. If your assignor has all of his or her games covered, or if you will be in another assignor's area (attending an out of town game) another assignor may assign you to games in that area.
You may turn down any game that you don't want to do, but if you accept a game, you will be expected to cover it. If it becomes necessary to cancel a game, YOU MUST NOTIFY THE ASSIGNOR AT LEAST 24 HOURS IN ADVANCE. Assignors are not required to use referees who have excessively canceled games, or who cancel for personal convenience. Failure to appear for a game will result in a fine being levied (see Rules and Member Requirements).
DO NOT accept any assignment in which you have a personal interest. This might be a child on one of the teams, a team in the same subdivision as one which you coach, etc. EACH assignor may ask if you coach, are a parent, or play in BAYSA for future reference in assignments.
DO NOT accept any assignment for a game that you feel you are not ready for.
The assignors generally do not get the schedule until just before the season starts. Try to clear your personal calendar for the beginning date of the season so that you will be able to work games on very brief notice. Assignors will generally try to schedule you several weeks in advance. If you can commit to advance dates, please try to accept these games. The assignors will work with you if you cannot make advance commitments.
Tournaments and adult leagues are handled by separate assignors, but they will generally follow the above procedures. Be sure that you call the same person that assigned you to a game for any cancellation or questions about the game.
When you receive a game assignment, be sure that you know the location of the field and have the date, time, and field number written down before you hang up. If it is not a regular season game (e.g. tournaments), be sure that the assignor has advised you of any special rules that may apply, and that you know to whom to submit payment requests. If this is the first time you have received games from this assignor, be sure you have his or her phone number.
If as a referee you cover a BAYSA game to which you were not assigned, please notify the area assignor as soon as possible.
Referees will keep separate their various soccer obligations. Please do not abuse any information you may have as a referee to circumvent the usual chain of command when you have a concern as a coach, parent, or player.
Due to the great number of games and areas to be covered, a referee may be contacted by a number of assignors in any given week.
Game fees vary with both association and level of play. Some of the associations pay directly to the referee, while others pay through BASRA. A summary of the pay procedures is listed below:

Claims being made through this association should be turned in at the meeting, and a check picked up at the end of that meeting, or at the next meeting. Referees submitting claims with a stamped, self-addressed envelope will have the check mailed to them.
A Games Roster is included as an attachment to this Handbook. You should make copies of the form as needed to turn in claims.
BAYSA no longer uses a tear off pay stub on their Game Reports. The new Game Report will have the Game Number. The Referee and Assistant Referees should record this number and show it on the Games Roster submitted for payment. As an aid in remembering this number, BASRA is making available Game Slips for Referees to use to record this information. These are not to be submitted with the Games Roster but are a handy way to record Game Numbers.
PLEASE DO NOT FILE CLAIMS FOR GAMES NOT PAID THROUGH THIS ASSOCIATION.
Every League, and every Tournament, pays a different scale. There is no attempt to list all of the pay scales here.
