The International Football Association Board (IFAB or simply IB) establishes and modifies the Laws of the Game. The IFAB has four permanent members - one each from the English, Scottish, Welsh, and Irish Football Associations - and four rotating members selected from the remaining member associations of FIFA.
Federation Internationale de Football Association (FIFA) is the governing body for international soccer. It is composed of over 200* national associations including the United States Soccer Federation (USSF). (*This is more member nations than the UN.)
Within USSF there are three branches (only two are shown here), one each for Youth (under 19, US Youth Soccer Association), Amateur (19 and over, US Amateur Soccer Association), and Professional Soccer.
In south Texas, Texas State Soccer Association, South (TSSAS) represents amateur soccer; South Texas Youth Soccer Association (STYSA) represents youth soccer.
South Texas amateur associations are members of TSSAS. Some of these are shown below. The youth associations belong to STYSA. The Bay Area Youth Soccer Association (BAYSA) consists of seventeen local clubs, each with their own teams in various age groups.
BASRA is not a member of any of these organizations. We are an association of referees. The referees are individual members of USSF. The referees work as independent contractors for the amateur and/or youth associations and clubs. They receive direction and guidance from the TSSAS State Referee Committee. Referee administration is handled by the TSSAS State Referee Administrator (SRA); matters involving youth soccer are also handled by the STYSA State Youth Referee Administrator (SYRA).
AMATEUR
Bay Area Soccer league (BASL) fields men, women, and COED teams in the east Harris and Galveston counties area.
Houston Football Association (HFA) represents premier division men's teams in the Houston area.
Houston Women's Soccer Association (HWSA) is the women's soccer league in metropolitan Houston.
Thirty & Over Soccer Organization (TORSO) has COED teams in the Houston metropolitan area.
YOUTH
Bay Area Youth Soccer Association (BAYSA) has seventeen member clubs, each fielding several teams in various age groups in Divisions 2 and 3. BAYSA and BASRA have a working agreement with BASRA assigning referees to BAYSA matches, and acting as a central pay point for them.
Eastern District Division One (EDDOA) fields Division 1 teams within the Eastern District, which includes Houston.
Inter-Association League (IAL), also known as "Super Blue", is a confederation of Division 2 teams from various youth associations in the Houston area. By agreement, BASRA schedules referees for matches in the Bay Area, and acts as a central pay point for them.
University Interscholastic League (UIL) is responsible for high school soccer in Texas. Referees must belong to Southwest Soccer Officials Association (SSOA) to officiate UIL matches.
